Arrival and departure dates, an early exit, a changed hotel plan and an extension can alter the chargeable total. Keep the official approval, payment record and accommodation dates together so a correction is possible if the route changes. ## What the SDF does not automatically cover - Visa or permit processing and any one-off application fee. - International or domestic flights. - Hotels, meals, guide service and vehicle or driver costs. - Monument tickets, activities, trekking logistics and equipment. - Insurance, tips, drinks, shopping and personal expenses. ## Compare a quote line by line A low daily headline can hide the SDF or exclude transport and guide costs. Ask for nationality and age categories, number of nights, SDF, visa or permit, rooms, meals, guide, vehicle, flights, entrances, taxes, cancellation terms and refunds as separate lines. ## When the trip changes Do not assume an unused night is simply lost or automatically refundable. Bhutan's official FAQ says SDF can be refunded for nights not spent in the kingdom; confirm the current process, evidence and timing with the official host or immigration channel before relying on it. ## Current SDF fee structure and the 50% incentive policy To accelerate post-pandemic tourism recovery while upholding its commitment to sustainability, the Royal Government of Bhutan enacted the Tourism Levy Act Amendment. Effective through August 31, 2027, the standard international Sustainable Development Fee (SDF) is reduced by 50% to USD 100 per adult per night (down from the post-reopening statutory rate of USD 200). Children between the ages of 6 and 12 receive an additional 50% concession, paying USD 50 per night. Children who have not yet reached their 6th birthday are completely exempt from the SDF. Citizens of India holding valid Indian passports or Election Commission Voter ID cards pay a concessionary rate of INR 1,200 (Nu. 1,200) per person per night, with Indian children aged 6 to 12 paying INR 600 per night. - Adult International Rate: USD 100 per person per night (effective through August 31, 2027). - Child International Rate (ages 6–12): USD 50 per child per night; under 6 years are free. - Indian Citizens Rate: INR 1,200 per adult per night; INR 600 per child (ages 6–12) per night. - Purpose: 100% of the SDF goes directly into the government treasury to fund national healthcare, free education, carbon-neutral infrastructure, and forest conservation. ## What the SDF covers and what it strictly excludes A critical financial concept that travelers must understand is that the Sustainable Development Fee is purely a government tax; it does NOT cover any travel services. Paying USD 100 per night does not include hotels, meals, transport, tour guides, or monument entrance tickets. All travel logistics must be budgeted separately. A standard 3-star daily touring package (accredited hotel, all meals, private vehicle, licensed guide, entrance fees) costs an additional USD 150 to USD 250 per person per day. Therefore, an international traveler should budget approximately USD 250 to USD 350+ per day total (SDF + travel package) for a standard Bhutan tour. - SDF is exclusively a government conservation levy; it provides zero commercial tour services. - Package costs (hotel, meals, vehicle, driver, licensed guide) must be paid separately to your tour agency. - Monument fees (Tiger's Nest, Punakha Dzong, Tashichho Dzong) are paid separately by the traveler or operator. - Budget realistic daily totals: USD 250–350/day for 3-star travel; USD 500–1,200+/day for luxury resorts.
