China’s National Immigration Administration announced that electronic border-administration-area permits for Shigatse City would be suspended from 28 August while rescue and relief work continued. Nepal’s Ministry of Foreign Affairs also opened an emergency response team for people affected by the Rasuwa flood. For current planning, do not present Kyirong as the active border in a fixed itinerary. Use the Kodari–Nyalam route shown below only when Nepal and Chinese authorities and the authorised operator confirm tourist movement, permits, road access, vehicle handover and accommodation for the exact passport and dates. Nyalam is a route alternative, not a standing clearance. - Check the latest notice before paying, before passport submission and again before leaving Kathmandu. - Keep the flood response, road damage, border permit and foreign-tourist entry questions separate; one update does not answer all four. - Agree in writing who pays for waiting nights, a route change, rebooking, early return or an unused service if access changes. Immigration and customs infrastructure on the Chinese side is modern, air-conditioned, and fully equipped with electronic passport gates and health scanning systems. The Kodari–Zhangmu crossing, historically the main tourist highway before the 2015 earthquake, has reopened for freight trade and local border residents, but international agency groups and pilgrimage yatris are directed through Gyirong where dedicated tourist processing desks are permanently staffed. The Hilsa–Purang crossing is operational for pilgrims flying the Simikot helicopter route between May and October. - Rasuwagadhi–Gyirong Port: Fully operational as the primary gateway for all international and Indian tourist groups. - Kodari–Zhangmu: Reopened for freight and bilateral trade; not the primary corridor for international pilgrimage groups. - Hilsa–Purang: Active during spring/summer pilgrimage months for helicopter shuttles from Simikot. - Consular processing: Chinese Embassy in Kathmandu requires physical passport submission and biometric capture. ## Plateau infrastructure: Road paving, communications, and emergency staging The entire Tibetan road route from Gyirong Town through Saga, Zhongba, and Lake Mansarovar to Darchen is 100% paved tarmac along the G219 highway. High-speed 4G mobile telecommunications coverage from China Mobile spans the main highway and towns, though connectivity drops in remote valleys behind Mount Kailash. Emergency staging points with medical clinics, oxygen cylinders, and basic hyperbaric chambers are situated in Saga (4,450m), Purang (3,900m), and Darchen (4,575m). However, travelers must understand that no private air ambulance or helicopter rescue exists anywhere in Tibet; emergency evacuation is strictly overland by 4WD ambulance to the nearest hospital or Nepal border. - Smooth asphalt highway spanning the entire 800 km Tibetan overland route from Gyirong to Darchen. - Chinese 4G connectivity available in towns; international roaming requires VPN for Western messaging apps. - Oxygen clinics operating at Saga People's Hospital, Purang County Hospital, and Darchen Health Post. - Total absence of helicopter rescue in Tibet; all emergency evacuations are conducted by overland vehicle.
