# Kailash Mansarovar Yatra Permits 2027: Tibet Documents and Border Process

Traveling to Mount Kailash and Lake Mansarovar requires a layered chain of four official permits: the Tibet Travel Permit (TTP) issued by the Tibet Tourism Bureau in Lhasa, an Alien's Travel Permit from the Public Security Bureau (PSB), a Military Area Entry Permit from the Lhasa Military Command, and Foreign Affairs Office clearance. ## The four-tier permit architecture for western Tibet (Ngari)

Because Mount Kailash and Lake Mansarovar sit within Ngari Prefecture—a sensitive western border zone bordered by India and Nepal—a standard Tibet Travel Permit (TTP) alone is legally insufficient. Visitors must hold four distinct government authorizations coordinated in strict chronological sequence by an authorized, licensed tour operator.

The primary document is the Tibet Travel Permit (TTP) issued by the Tibet Tourism Bureau (TTB) in Lhasa, requiring 20 to 25 days advance processing. Once issued, the operator secures the Military Permit from the PLA Military Command in Lhasa, the Foreign Affairs Permit from the TAR Foreign Affairs Office, and the Alien's Travel Permit from the Public Security Bureau (PSB). Travelers cannot apply independently; all documents must be sponsored by an accredited Tibetan operator and carried by your licensed Tibetan guide through all road checkpoints.

- Military Permit: Mandatory defense clearance issued by the PLA Lhasa Military Command for Ngari Prefecture.

## Kathmandu China Group Visa processing, passport surrender, and biometrics

When entering Tibet from Nepal (whether by overland road via Rasuwagadhi/Kyirong or by flight to Lhasa), Chinese consular regulations mandate a China Group Visa issued by the Chinese Embassy in Kathmandu. This visa is an official two-page paper certificate listing all group members with passport numbers and approved travel dates; no visa sticker is placed in individual passports.

Processing requires handing over your physical original passport to the Chinese Visa Application Service Center (CVASC) in Kathmandu for 3 to 4 working days. All applicants must attend an in-person biometric appointment at CVASC in Kathmandu for fingerprint recording and facial recognition scanning. Crucially, any valid individual Chinese visa already in your passport will be automatically cancelled by consular staff when the group visa is issued.

- Allocate at least 3 to 4 working days in Kathmandu before your scheduled border crossing or flight.

- Submit original passport with minimum 6 months validity and two completely blank visa pages.
