Why passport country matters
Embassy or group-process fees, service-centre treatment and extra review can vary by nationality. Residence, occupation, previous travel and the planned entry route can also change the document path. A broad 'foreign passport' fee is not enough.
The five charges to separate
- Embassy or group-process fee.
- Visa-centre and any express fee.
- Operator handling charge.
- Tibet Travel Permit and Kailash/Ngari approval cost.
- Courier, secure storage or passport-return charge where applicable.
Original passport control
Write down who receives the passport, the handover location and date, secure-storage arrangements, expected return date and the alternative if approval is delayed. A scan is useful for records but does not replace the original when authorities require it.

Does visa-free China entry replace a Tibet permit?
No. Any applicable China-entry treatment is separate from the Tibet Travel Permit and route-specific Kailash or Ngari approvals.
When should I hand over my passport?
Only under the written process for your group, with the receiving person, secure storage and return date clearly recorded.
