## Timing and handover questions

- Ask for the current application lead time for your passport and departure date, but do not treat a generic number as a guarantee.

- Confirm whether the permit is delivered at the airport, border, hotel or another handover point.

- Keep passport details identical across the visa, permit, ticket and hotel records.

- Do not buy non-refundable internal transport until the agency confirms the document sequence and cancellation terms.

- Ask what happens if the route, border or approved overnight changes after the permit is issued.

Keep a secure digital copy and the original documents in the format the agency and border authorities require. A permit is not medical clearance and cannot remove altitude risk; retain a gentle first day, a route fallback and a protected return connection.

## What is the Tibet Travel Permit and who requires it?

The Tibet Travel Permit (TTP), often referred to casually as the Tibet Visa or Entry Permit, is an official document issued by the Tibet Tourism Bureau (TTB), a branch of the Chinese government in Lhasa. Under Chinese immigration law, no foreign national—regardless of whether they hold a valid Chinese visa or qualify for visa-free entry into mainland China—may enter or travel within the Tibet Autonomous Region (TAR) without holding an original TTP.

The permit cannot be obtained at embassies, consulates, or border gates upon arrival. It can only be secured through an accredited, licensed tour operator who arranges a complete, pre-booked itinerary including licensed Tibetan guide services, private tourist vehicle transportation, and pre-approved accommodation. The physical permit document lists all travelers' names, passport numbers, nationalities, travel dates, and approved cities.

- Mandatory for all foreign passport holders entering the Tibet Autonomous Region (TAR).

- Cannot be issued to independent solo backpackers; requires pre-booked guided agency arrangements.

- Application timeline: Must be filed with the TTB in Lhasa at least 15 to 20 working days before entry.

- Lists authorized destinations, travel dates, entry/exit ports, and licensed tour guide credentials.

## Secondary permits: Alien's Travel Permit and Military Permit

A common point of confusion is assuming the Tibet Travel Permit allows unrestricted movement throughout Tibet. The standard TTP grants access only to Lhasa and immediate cultural monuments. As soon as a traveler journeys outside Lhasa toward Shigatse, Mount Everest Base Camp, or Mount Kailash, secondary permits are legally required.

Traveling to Shigatse, Gyantse, and Everest Base Camp requires an Alien's Travel Permit, issued on the ground in Shigatse by the Public Security Bureau (PSB). Traveling to sensitive border prefectures such as Ngari (Mount Kailash), Nyingchi, or Chamdo requires a Military Area Entry Permit from the Lhasa Military Command and Foreign Affairs approval. Your tour operator bundles and secures all necessary secondary permits as part of your comprehensive itinerary.

- Lhasa and surrounding monasteries: Covered under the standard Tibet Travel Permit (TTP).

- Everest Base Camp and Shigatse: Requires an Alien's Travel Permit issued by the Public Security Bureau.

- Mount Kailash and Ngari Prefecture: Requires Military Area Entry Permit and Foreign Affairs clearance.

- Original physical permit sheets are inspected at train stations, airports, and highway police checkposts.
